ORGANIZATIONAL CONTEXT AND PURPOSE OF THE POSITION:

The World Food Programme (WFP) is the leading humanitarian organization that saves and changes lives by providing food assistance in emergencies and working with communities to improve nutrition and build resilience, assisting more than 100 million people in 88 countries each year.

At this level, managers must use their initiative and expertise in their area of ​​responsibility to respond independently to inquiries, relying only on general guidelines. They are required to exercise sound judgment when addressing unforeseen problems that may arise daily. Managers must manage resources and train and coordinate a team of support staff.

The purpose of this position is to provide a range of human resources support services to ensure the accurate implementation of WFP policies and procedures and to facilitate the effective operation of strategic, client-focused human resources services. This position is based in Caracas and reports to the Human Resources Officer.

MAIN RESPONSIBILITIES (indicative and not exhaustive list)

1. Provide assistance on a wide range of complex human resources queries and handle the corresponding follow-up measures, to ensure that consistent, high-quality human resources services are provided to clients.

2. Assign responsibilities and support on-the-job learning and development of junior support staff, to ensure that they have sufficient knowledge of the human resources systems and procedures needed to perform their functions and, subsequently, can contribute to the provision of effective human resources services.

3. Determine the changing needs of the WFP and recommend changes to human resource processes and procedures to support improvements in human resource services.

4. Analyze and respond to various internal and external inquiries to ensure that clients are well informed and that the activities of the human resources team are aligned with the overall objectives of the WFP.

5. Examine and compile a wide variety of data concerning recruitment and selection of personnel, contractual conditions, rights, performance and training requirements, workforce, etc., to support analysis and reporting needs.

6. Provide support to the activities carried out in the areas of activity assigned by the professional category officer in accordance with the relevant processes and procedures.

7. To assist and provide induction services to new staff joining WFP, to ensure that the relevant processes are applied and the conditions of service are explained and understood.

8. Prepare a series of complex human resources documents required in the specific area of ​​activity (e.g., employment contracts, transfer/separation letters, training-related documents, etc.), ensuring accuracy and respecting the established deadlines.

9. Use human resource management systems to review, enter and update various HR data, including tracking deadlines (e.g., contract expiration, PACE, etc.), ensuring compliance with established deadlines and data accuracy.

10. Coordinate the maintenance of confidential personnel records, databases and HR files, to ensure that data and files are stored and updated correctly in accordance with established standards.

11. Oversee staff allocation and manage related administrative actions, including report preparation, to provide an efficient HR service that enables WFP to respond quickly to a crisis.

REQUIRED QUALIFICATIONS:

Education: Professional with a degree in Industrial Relations, Organizational Psychology, Human Resources or related fields.

Experience:

6 years or more of progressive experience in the Human Resources area.
She has provided training to new staff members in her area of ​​expertise and has given them ad hoc support, as well as organizational introduction to new members from other areas/units.
Experience in monitoring performance management processes.
Languages: Advanced proficiency in Spanish, both spoken and written, and intermediate proficiency in English.

ADDITIONAL / DESIRABLE

At least one year of experience in the operating standards of human resources services in various international humanitarian contexts.
More than 2 years leading recruitment and selection processes.
