Minimum 3 years of experience in managing and executing humanitarian projects, focused on livelihoods, and protection.
Previous experience in an international organization; preferably with humanitarian experience.
Strong capacity to follow instructions, and work plans, manage resources, and communicate assertively.
Strong organizational and time management skills; proven ability to prioritize and deliver according to work plans.
Strong analytical skills to solve problems and a solid results-oriented work approach.
Ability to work both independently and in a dynamic and multifunctional global team structure.

Job Description
Overview of the Job:
The Livelihoods Officer is responsible for managing, overseeing, and implementing the #OjosAbiertos program strategy in the state of Táchira, in coordination with Management. They will also be responsible for coordinating and implementing, through an integrated approach, the finance, community mobilization, programs, accountability, and supply staff of CIR-VE, to ensure the proper execution of activities according to the logical framework, work schedule, and budget plan. The Officer is expected to travel frequently to the field to supervise compliance with the technical guidelines for program activities. Additionally, they will be responsible for the general administration and operation of the implementation in Torbes. Finally, they will be primarily responsible for representing CIR-VE in the field to other cooperation organizations, strategic partners, government structures, communities, and any coordinating bodies.
Main Responsibilities:
– Oversees and ensures the proper management of activities in the field; Therefore, they are familiar with the action plan and the local stakeholder map, and generate reports accordingly. – They align the CIR-VE technical guidelines with operational processes, ensuring program implementation. – They design an operational support plan and link it to local work plans according to the grant’s goals and overall timeline. – They ensure and monitor budget execution in conjunction with the finance department. – They review information on various activities in the field and submit reports that inform the department’s decisions. – They monitor the context and report to maintain an up-to-date understanding of the situation and relevant changes affecting security, and report any security incidents or potential access restrictions (including road closures) and/or security issues. – They coordinate the team’s adherence to the technical guidelines in accordance with the program department’s guidelines, CIR-VE standards and methodologies, and international policies and standards. – Leads the implementation of the CIR-VE Community Mobilization Strategy in the field, ensuring the associated documentation, disseminating progress, and providing suggestions for emerging challenges. – Monitors the programmatic quality of implemented projects through the use and follow-up of established processes, Standard Operating Procedures (SOPs), and CIR tools. – Ensures internal coordination of actions, monitoring of commitments and agreements, and timely use of appropriate internal CIR-VE coordination tools and channels. – Coordinates the agenda for donor visits to the field and CIR-VE staff visits. – Identifies communication channels, participation opportunities, and key stakeholders for the development of the organization’s mandated activities.
Responsibilities of the Occupational Health and Safety Management System (OHSMS):
All supervisory positions (with personnel under their supervision) must ensure adequate working conditions and a safe work environment within their scope of responsibility, department, area, or program. This includes analyzing the work performed, identifying potential risks, and managing the necessary actions to minimize or reduce them, while adhering to established health and safety objectives and monitoring compliance with best practices. They must also participate in the investigation of workplace accidents occurring in their respective area, department, or program, participate in and promote the participation of their supervisees in prevention activities, and encourage staff participation in health and safety committees. Failure to comply with health and safety responsibilities and duties will be considered a serious offense and will result in disciplinary proceedings and/or termination of employment.

– Bachelor’s degree in industrial engineering, psychology, social work, or related field. – Minimum of 3 years of experience in the management and implementation of humanitarian projects, with a focus on livelihoods and protection. – Previous experience in an international organization; preferably with humanitarian experience. – Strong ability to follow instructions and work plans, manage resources, and communicate assertively. – Previous experience in representation and coordination platforms. – Strong organizational and time management skills; proven ability to prioritize and deliver according to work plan estimates. – Strong analytical skills for problem-solving and a solid results-oriented approach. – Ability to work both independently and within a dynamic, cross-functional, global team structure.
