Minimum of 3 years’ experience in the management and execution of humanitarian projects, with a focus on food security, water, sanitation and hygiene (WASH) and logistics management.
Previous experience in an international organization; preferably with humanitarian experience.
Strong ability to follow instructions and work plans, manage resources, and communicate assertively.
Previous experience in representation and coordination platforms.
Strong organizational and time management skills; proven ability to prioritize and deliver as estimated in work plans.
Strong analytical skills for problem-solving and a solid results-oriented work approach.
Ability to work both independently and within a dynamic, multifunctional global team structure.

Job overview:
The Food Security Officer is responsible for managing, overseeing, and implementing the program strategy in the assigned state, in coordination with Senior Management. They will also be responsible for coordinating and implementing, through an integrated approach with finance, community mobilization, program, accountability, and supply personnel, to ensure the proper execution of activities according to the logical framework, work schedule, and budget plan. The Officer is expected to travel frequently to the field to monitor compliance with the technical guidelines for program activities. Furthermore, they will be responsible for the overall administration and operational aspects of the implementation in Falcón, as well as leading the support provided to partners. Finally, they will be primarily responsible for representing CIR-VE in the field before other cooperation organizations, strategic partners, government structures, communities, and any coordinating bodies.
Main responsibilities:
– Provide technical assistance to partners in activities specific to the Food Security sector throughout the project cycle. – Guide the implementation of actions (training, activities, coordination, meetings) from the perspective of the Food Security component. – Participate in the development and updating of project documents for the Food Security component and implement them according to the plan. – Supervise and ensure the proper management of field activities for the food security program; therefore, be familiar with the action plan, the local stakeholder map, and generate reports accordingly. – Align the CIR-VE technical guidelines with operational processes, ensuring program implementation. – Design an operational support plan and link it to local work plans according to the goals and the overall grant timeline. – Ensure and monitor budget execution in conjunction with the finance department. – Review information on the various activities in the field and submit reports that serve as input to guide the department’s decisions. – Monitor and report on the context to maintain an up-to-date understanding of relevant changes affecting security, and report any security incidents or potential access restrictions (including road difficulties) and/or security issues. – Coordinate adherence to the technical guidelines within the team and with partners in implemented projects, in accordance with program area guidelines, CIR-VE standards and methodologies, and international policies and standards. – Proactively identify and report, follow up on, and contribute to the resolution of issues encountered during the execution of actions. – Lead the implementation of the CIR-VE Community Mobilization Strategy in the field, ensuring the associated documentation, disseminating progress, and providing suggestions for emerging challenges. – Monitor programmatic quality in implemented projects through the use and monitoring of the process, Standard Operating Procedures (SOPs), and CIR tools established for this purpose. – Ensure internal coordination of actions and follow-up on commitments and agreements, making timely use of the appropriate internal coordination tools and channels of the CIR-VE. – Coordinate the agenda for donor field visits and CIR-VE staff visits. – Identify media outlets, participation opportunities, and, in general, the key stakeholders for the development of the organization’s mandatory activities.
Qualifications
– Bachelor’s degree in Environmental Engineering, Biology, Ecology, Agro-industrial Engineering, or related field. – Minimum of 3 years of experience in the management and execution of humanitarian projects, with a focus on food security, water, sanitation and hygiene (WASH), and logistics management. – Previous experience in an international organization; preferably with humanitarian experience. – Strong ability to follow instructions and work plans, manage resources, and communicate assertively. – Previous experience in representation and coordination platforms. – Strong organizational and time management skills; proven ability to prioritize and deliver according to work plan estimates. – Strong analytical skills for problem-solving and a solid results-oriented approach. – Ability to work both independently and within a dynamic, cross-functional, global team structure.
