The humanitarian crisis in Venezuela continues to worsen. Venezuelans face hyperinflation, which puts basic goods and services, including healthcare and food, out of reach. Shortages of medical supplies make it difficult to diagnose and treat communicable diseases and address sexual and reproductive health needs, among other services. Food insecurity has led to hunger and malnutrition. Between 2015 and 2018, more than three million Venezuelans left the country in search of goods and services, primarily in neighboring countries.
Job overview:
The Senior Partnerships Officer is a key role that will provide essential support to the partnerships team. This position will work alongside the Partnerships Coordinator to ensure that partners meet specific grant requirements. Other duties may include maintaining up-to-date grant tracking, scheduling and organizing regular grant meetings, monitoring grant finances, and supporting programs and operations teams in processing donor agreements and managing grants on a daily basis.
This position reports to the Alliance Coordination.
All documents supporting the organization’s program will require the highest level of discretion, with special attention to security protocols, to protect staff, partner organizations, and clients.
Main responsibilities:
– · Promote and implement the organization’s PEERS (Partnership Excellence for Equity and Results) system.
– · Support the management of pre-award responsibilities by the Partnerships Coordinator, including partner identification, partner research and pre-award assessments in accordance with PEERS requirements.
– Carry out assigned responsibilities within the project support plans and ensure that all responsibilities are carried out in accordance with the agreed support plans.
– · Assist in the general management of all associations as delegated by the Coordination of Associations and all PEERS processes/documentation.
– · Assist the Alliance Coordination team in developing and consolidating partner information on their narrative proposals and budget.
– Incorporate contributions after internal review of the proposal and partner agreement to ensure compliance under the direction of the Senior Coordination of Alliances and Grants.
– Assist in drafting and monitoring the partnership agreement with the coordination team, all relevant internal units and the compliance unit at headquarters, including finalizing the OTIS (Organization Grant Management Platform) workflow.
– Maintain complete and organized partnership files for each partner.
– Support the implementation of the PEERS system in all areas of sub-award management, including the completion of the pre-award assessment, review of the partner budget, selection of procurement tools, assistance in the preparation of all sub-award agreement packages and review of sub-awards through OTIS, subsequent sub-award amendments, and help ensure that specific donor requirements are reflected in the sub-award agreements.
Team Management:
– Supervise and guide staff who report directly to them or who perform functions related to Partnerships. This includes communicating clear expectations, setting performance targets, and providing regular and timely performance feedback. – Train, develop, and mentor staff with whom they work to strengthen their technical skills, facilitate knowledge sharing within the team, and provide guidance for professional development. Attend team and coordination meetings to facilitate collaboration between units and ensure a comprehensive Partnerships strategy for the organization.
Qualifications
Job requirements:
– Bachelor’s degree in any discipline of the Social Sciences (not exclusive), master’s degree in these disciplines is desirable.
– Two to three years of work experience in humanitarian/development programming involving project cycle management.
– Fluency in English, spoken and written.
– Desirable prior experience in managing grants and partnerships in projects.
