The humanitarian crisis in Venezuela continues to worsen. Venezuelans face hyperinflation, which puts basic goods and services, including healthcare and food, out of reach. Shortages of medical supplies make it difficult to diagnose and treat communicable diseases and address sexual and reproductive health needs, among other services. Food insecurity has led to hunger and malnutrition. Between 2015 and 2018, more than three million Venezuelans left to seek goods and services, primarily in neighboring countries.
Our organization has responded to the crisis by supporting Venezuelans crossing the arc of the migration pattern, including Venezuela, Colombia, Ecuador, and Peru. In Colombia, we work in the areas of health, protection, education, and multipurpose cash assistance in Cúcuta, Medellín, Cundinamarca, Norte de Santander, Nariño (specifically Ipiales), and Valle del Cauca (especially Cali). In Venezuela, we have been developing programs through local organizations. Since January 2021, we have expanded our response to Ecuador and, in 2022, to Peru, establishing projects and strategic alliances with local partners, with an emphasis on providing services along the border corridors to and from Colombia and Peru. We are currently working to strengthen the capacity of local partners to provide access to quality sexual and reproductive health services, nutrition, basic needs, and dignified livelihoods for the migrant population.
Job Overview:
The Senior Finance Manager will be responsible for managing all financial processes related to operations, as well as financial monitoring of Partners. The incumbent will be responsible for ensuring internal controls, compliance with Venezuelan tax and fiscal legislation, and adherence to the organization’s financial policies and the requirements of various donors.
Responsibilities:
– Manage the accounting process and cycle, being responsible for consolidating accounting information and national reports, complying with local and national regulations and internal processes and procedures, either through direct supervision of staff or through local outsourcing.
– Ensure the organization’s cash flow is in accordance with the needs of support areas and programs.
– Prepare monthly projections of cash required for operations.
– Review and/or prepare payment requests.
– Continuously monitor currency fluctuations and their impact on funds provided by donors and partners.
– Ensure that accounting records are maintained in accordance with the organization’s operations, including all grants and expenses, including support for partners.
– Guarantee that accounting records are maintained in the respective corporate and local accounting systems, and that the corresponding periodic reports are submitted.
– Conduct financial reviews of payment requests to suppliers, consultants, and partners.
– Prepare the accounting records required for integrating Venezuela’s financial information into the global system.
Financial Planning
– Lead the process of preparing proposals for new donors related to the financial area, in coordination with the various departments.
– Monitor budget execution through the various information systems, comparing actual execution against the budget, in order to issue early warnings and communicate them to the relevant departments, such as programs, operations, and human resources, during budget monitoring meetings.
– Prepare and/or coordinate various financial reports for the organization’s offices, counterparties, and other stakeholders.
– Monitor the disbursement of funds to partners by coordinating follow-up actions and reviewing the respective financial reports.
– Develop methodologies to support the financial monitoring of existing funding sources.
– Provide support to partners in the financial management of the organization’s resources to build their capacity.
– Ensure compliance with local and donor regulations in the various financial processes.
– Prepare financial reports with partners and ensure they understand the minimum procedures required in the organization’s accountability process.
– Conduct or coordinate periodic visits to partners’ facilities and ensure compliance with filing and accounting standards.
Coordination and Supervision
– Support financial training processes for technical teams.
– Coordinate the various activities with the staff under your supervision, providing guidance on all related aspects of the area.
Occupational Health and Safety Management System (OHSMS) Responsibilities:
– All supervisory positions (i.e., those with staff under their supervision) must ensure adequate working conditions and a safe work environment within their scope of action, department, area, or program. This includes analyzing the work being performed, identifying potential risks, and managing the necessary actions to minimize or reduce them. Supervisors must also ensure compliance with established health and safety objectives and monitor adherence to best practices. Furthermore, they must participate in the investigation of workplace accidents occurring in their respective area, department, or program, participate in and promote the participation of their supervisees in prevention activities, and encourage staff participation in health and safety committees, workplace coexistence initiatives, road safety, and emergency response teams. They will also report to the competent authorities and stakeholders periodically and/or upon request. Failure to comply with occupational health and safety responsibilities and duties will be considered a serious offense and will be grounds for disciplinary proceedings and/or termination of the employment contract.
– Employees must perform the duties arising from their employment contract in accordance with occupational health and safety regulations, not only to protect their own health and safety but also that of other workers and beneficiaries, and to safeguard the facilities where they work. They must report any hazardous conditions or situations to their immediate supervisor or to the relevant internal bodies (health and safety department, occupational health and safety committee, emergency response teams) to prevent accidents and/or occupational illnesses so that timely action can be taken. They will use personal protective equipment correctly and maintain it in good condition, immediately reporting any loss, damage, expiration, or malfunction to the person responsible for its supply or maintenance. They will report their health status and participate in training sessions and in health and safety committees, emergency response teams, and any other activities determined by the organization. Failure to comply with health and safety responsibilities and duties will be considered a serious offense and will be grounds for disciplinary proceedings and/or termination of the employment contract.

– Certified Public Accountant or related field.
– Master’s degree or specialization in a related field desirable (

– Proficiency in Microsoft Office and accounting systems
– Minimum of 3 years of certified professional experience in financial processes, preferably in Non-Governmental Organizations or International Cooperation Entities.
– Experience in project budget monitoring.
– Experience related to the functions of the position.
