Over the past few years, Venezuela has experienced a complex humanitarian crisis. This situation has placed children and adolescents at particular risk of being affected by various forms of violence, abuse, exploitation, and neglect. In this context, protective factors in children’s and adolescents’ environments have been weakened, affecting families, schools, and communities. At the same time, the availability of and accessibility to services, especially child and adolescent protection services, have also been limited by the crisis. To contribute to a coordinated humanitarian response that addresses the protection needs of children and adolescents, the Child and Adolescent Protection Responsibility Area (RAA), framed within the Protection Cluster and established as part of the humanitarian architecture in Venezuela since 2019, seeks to promote actions aimed at preventing and responding to violence, abuse, exploitation, and neglect against children and adolescents. This includes strategies for safe access to specialized services, support for families and community empowerment, as well as strengthening institutions and civil society for child and adolescent protection.

In this regard, the CIR is seeking a professional to work in coordination with the AdR Coordinator to ensure a coherent and effective humanitarian response by supporting humanitarian actors working to protect children and adolescents in the country. The commitment of the Co-coordinating organization and the Co-coordinator to the AdR Child and Adolescent Protection is an organizational, not merely individual, commitment: the Co-coordinator will be accountable to the AdR Child and Adolescent Protection Coordinator, the AdR partners, and the affected population.

Main responsibilities

The Co-coordinator of the CIR for the AdR of Child and Adolescent Protection will coordinate and work together with the Coordinator of the Area of ​​Responsibility for the Protection of Children and Adolescents in Venezuela. The Co-coordinator is responsible for contributing to the following:

Coordination and Representation

– Coordinate and facilitate regular meetings of the Child and Adolescent Protection Advisory Group (AdR) and provide updates on the status of the child and adolescent protection response in Venezuela, jointly with the coordinator. – Work in collaboration with the coordinator in the preparation for and participation in Inter-Cluster meetings and/or represent the AdR in the coordinator’s absence. – Jointly with the coordinator, support strategic planning and decision-making related to the child and adolescent protection response. – Share coordination responsibility with other agencies and organizations in the child and adolescent protection sector for emergency and contingency preparedness. – Promote actions to ensure the centrality, safeguarding, mainstreaming, and integration of child and adolescent protection across all areas of the humanitarian response. – Undertake/participate in liaison, coordination, and information exchange activities with national NGOs, international organizations, donors, and governments.

Technical Quality and Program Development

– Provide strategic direction, leadership, and general technical and administrative support to the AdR Coordination team, in conjunction with the coordinator. – Promote partner participation in technical working groups (TWGs), contribute to their formation, collaborate with them, and disseminate the resulting products to ensure that child protection activities are coherent and aligned with best practices, validating that humanitarian standards are adapted to the Venezuelan context, within the framework of national regulations. – Support the AdR Coordination team for child protection in the field, promoting compliance with international standards and guidelines, and ensuring that activities are aligned with the AdR’s logical framework and identified needs. – Contribute to the development of the country strategy for the child protection sector, including Standard Operating Procedures and Care Pathways.

Information and communication management

– Contribute to the collection, analysis, and sharing of information on the protection needs and risks of children and adolescents in Venezuela, including achievements, gaps, and challenges in the response. – Facilitate, in conjunction with the AdR cluster coordinator, the generation of key messages, reports, and newsletters, and support their communication among AdR members, ensuring the effective flow of information. – Promote campaigns or key messages on topics within the AdR’s area of ​​expertise. – Promote and create knowledge spaces that contribute to the AdR and strengthen the organization internally in knowledge production.

Capacity Building

– Support the identification of training and development needs for AdR members. – Support the implementation of the capacity-building plan to improve the AdR’s technical and coordination skills. – Promote capacity building among AdR members related to humanitarian coordination, based on the IRC’s international standards.

Monitoring, Evaluation and Learning

– If necessary, conduct monitoring visits to assess progress and identify implementation issues, providing solutions as needed. – Contribute to the analysis of the Child and Adolescent Protection Response, facilitating spaces for analyzing gaps and opportunities in the child and adolescent protection response. – Co-facilitate the annual performance monitoring process for the coordination.

Relations:

This position reports to the Integrated Protection Coordination of the CIR based in Caracas.

Close relationship with the Directorate of Programs and Integrated Protection Coordination, this role will have a consultation and decision-making scheme within the CIR for issues related to representation and technical elements of the protection area.

You will have contact with the CIR support areas in Venezuela.

At the AdR level, it maintains close communication and works in conjunction with the AdR Coordination, whose lead agency is UNICEF. Likewise, decisions on AdR coordination matters are made in consultation and dialogue with the AdR Coordinator for Child and Adolescent Protection.
